Edwin is a Procurement Consultant with a demonstrated history of providing engineering and construction consulting services to a broad industry base. Edwin has extensive experience in private & public sector infrastructure procurement and has done several procurement policy and framework reviews in NSW and VIC State Government jurisdictions.

Edwin’s public sector building & structure experience includes providing engineering design and implementation solutions to a broad range of agencies including Homes Victoria, Victorian School Building Authority, Victorian Health Building Authority, and various VIC & NSW local councils. Currently, Edwin is supporting the procurement delivery of Walgett Shire Council’s Artesian Hot Spring Development, supporting the Airservices Australia Western Sydney International Airport major infrastructure project.

As for private sector experience, Edwin has taken on both consultancy and builder roles thus enabling him to have an in-depth knowledge of the end-to-end construction process across different project scales and industries. He was involved in projects such as: $25 million Moorabbin Morris Moor Commercial Development, $50 million Nunawading 7th Day Adventist Pavilion Village and $200 million City Vue Henderson Residential Tower Development.

Edwin’s experience also extends to the social procurement capability of many government agencies through assessment and subsequent enhancement of social procurement framework/strategies to achieve better outcomes and efficiencies. He has recently been involved in advising and recommending improvements to the Department of Health’s Social Procurement Strategic Plan 22’-23’ by setting targets to meet the organisation’s social procurement objectives.

Edwin holds a Bachelor of Engineering (Hons), Majoring in Civil & Structural from University of Melbourne, Victoria.
