Elman is a seasoned procurement and supply chain professional with proven track records in both operational and strategic procurement in local Hong Kong environment as well as in Asia Pacific region. He has hands-on experience in the sourcing and procurement of the full range of ICT products and services, including hardware and software, systems and system integrations, applications, cyber security, systems testing and maintenance, fixed lines and other telecommunication related equipment and services.

In specific, Elman was a member of the AXA’s Core Digital Transformation Team where he had led 20+ projects across Asia to “digitize” the key business processes and the establishment of Captive Centres in the Region.

Throughout his career, Elman had accomplished numerous procurement targets through driving changes and innovations both within his teams as well as with his internal clients. Before joining ArcBlue, he was the Head of Procurement and Administration in the West Kowloon Cultural District Authority, where he helped the ICT function in defining, sourcing and purchasing of a wide range of new ICT systems to support the venues opening in the West Kowloon District, including ticketing, FM and web content management system, ICT services including Helpdesk, software and system testing, cyber security, as well as the set-up of the on-premises data centre.

Elman has hands-on experiences in implementing Category Management in both local and regional environment, from spends analysis, categories definition and grouping, to communication, training and stakeholder management. He is familiar with all sorts of governance requirements through his experiences working in banking (Citibank), insurance (ING and AXA), utility (CLP Power) and semi-government bodies (West Kowloon Cultural District Authority).

He had also worked as a Project Manager and Change Manager in CLP Power, where he led a team on the EWMS (Enterprise Work Management System) project to streamline the work planning and order dispatching process for 500+ users.
