Meet the team
Steven is a public sector procurement specialist who joined ArcBlue after 20 years with the Victorian Department of Treasury and Finance (DTF), including six years as Chief Procurement Officer.
As the CPO, Steven was responsible for leadership of procurement governance and operations at DTF. He has a strong track record in procurement governance, probity, strategy and procurement capability development. Steven also oversaw the implementation of several Victorian Government policies at the Department including the Social Procurement Framework and the Local Jobs First policy.
Steven was the chair of the Victorian Government Chief Procurement Officers Forum, which included all Departments, Victoria Police and several larger portfolio agencies. Under Steven’s leadership the Forum addressed key issues including the use of procurement technology, driving better procurement outcomes through data analytics and the continuous improvement of professional capabilities in the public sector.
He formed and led the DTF Systems and Data team which implemented Victoria’s first collection of procurement data across Departments for consolidation, classification and analysis to drive better procurement outcomes. He successfully laid the groundwork for a state–wide Supplier Registration Portal designed to make it easier to do business with Victoria and to support Government to manage its supplier base. Steven was also a key procurement figure in the Victorian Government’s Common Corporate Platforms programme.
Steven was Victoria’s representative on the Australian Procurement and Construction Council’s (APCC) Digital Special Interest Group which brought together State and Federal jurisdiction representatives. He has also provided support for Victorian Councils in the form of probity advice and training in procurement and contract management related fields.
Steven attains a Masters of Business Administration and a Bachelor of Education from Deakin University.
