Meet the team

Kylie is a senior procurement leader with extensive experience in all levels of government, complemented with roles in the private and not-for-profit sectors. Recognised for playing a leading role in developing and transforming procurement functions, she is particularly passionate about enabling procurement to deliver benefits to the community with one of her specialties being ESG. In addition to her procurement experience, Kylie has also been involved in the development and administration of several key grant and community programs and has been a long-standing Board Director at the Brisbane-based charity Suited to Success. Kylie has recently joined ArcBlue as a Senior Consultant following roles with the Australian Broadcasting Corporation (ABC), CBRE and Aurizon.

She has led procurement functions in several public sector organisations, including as the NSW Government Procurement Policy Manager, and as a result is highly skilled in governance, legislation, risk and probity. She established the procurement function for CleanCo QLD, a renewable energy government owned corporation, plus transformed procurement functions as the Director, Procurement and Facilities at the QLD Department of Local Government and Planning and the Director, Business Performance and Services at the QLD Department of Transport and Main Roads. Kylie has developed contract management and supplier relationship frameworks for the Brisbane City Council and supplier risk frameworks for Virgin Australia and Aurizon.

Her extensive experience at each level of government means she has a strong understanding of public sector process and understands how to affect change to deliver value. She has worked across multiple portfolios, responsible for procurement functions, policy and legislative programs, community funding, commercial projects and capability development. She is very experienced in the management of programs and the delivery of projects involving diverse and complex issues, including the implementation of an award-winning fixed speed camera project, the design and implementation of various industry codes of conduct for the NSW Government, plus the renewal of state legislation. Her ability to engage and harness stakeholder input enables her to successfully facilitate change.

She is also widely recognised as a champion for social and sustainable procurement and developed the NSW Government’s first Social Procurement guideline in 1999. She has worked continuously on social and sustainable procurement since that time and at the ABC, developed a Social and Sustainable Procurement Evaluation Guide, led the delivery of the ABC’s business opportunity Elevate RAP actions and developed its first three Modern Slavery Statements. Kylie regularly guest lectures at Griffith University and presents at conferences on ESG and Ethical Procurement.

As a Senior Consultant with the ArcBlue team, Kylie is now supporting a range of public and private sector clients across all aspects of procurement and community services provision, including framework development and transformation, supply risk and relationship management, sourcing and contract management, training, governance and probity.
