Meet the team

Kitty has an Engineering professional qualification and over 30 years of banking and procurement experience. Kitty has extensive Multilateral Development Bank experience, having held the position of General Director of Information Technology Procurement Directorate with the Council of Europe Development Bank (CEB) and was a member of the Multilateral Development Banks’ Heads of Procurement (HOP) group.

Whilst with CEB, Kitty successfully led significant change and reforms, negotiating new ways to efficiently procure sustainable works, services, and goods primarily in the Health, Judicial, Transport, and Water sectors for CEB’s Borrowers. She participated in the inter-bank Methodology for Assessing Procurement Systems (MAPS) Stakeholder Working Group which developed the current MAPS methodology to assess country procurement systems.

Kitty was primarily responsible for preparing, with the Government of Canada, the twelve templates and guidance documents that support the implementation of MAPS and was responsible for the creation of two supplementary modules for MAPS: Agencies Procurement Assessment and Procurement Sustainability Assessment. As a member of the MAPS Stakeholder Group, she reviewed and contributed to the assessments of Afghanistan and Moldova. Whilst working as an independent International Consultant, Kitty helped the World Bank to prepare training on the new MAPS, first conducted in Italy in April 2018.

Kitty is Vice-Chair of the FIDIC International Financial Institutions Committee, a Member of the Dispute Board (DBRF) and a Member of the Shelter Committee for International Humanitarian Infrastructure Platform. Her broader experience spans from preparing and reviewing procurement policy and assisting and training Borrowers in Developing Countries, to preparing standard bidding documents and contracts. She has assisted in evaluating offers, assessing procurement legislation and country risk, and has assisted Ministries and Borrowers in project management and dispute resolution.

As an International Consultant, she reviewed the PPP policy of South Africa for the World Bank. She prepared the Design-Build contract type for a Bolivian waste-water treatment plant for Agence Française de Développement and prepared Strategic Procurement Planning (SPP) case studies for ADB for SPP pilots in Cambodia-50394, India-5107 and Sri Lanka-37378.

Kitty strives to achieve transparent and sustainable procurement practices. She has worked in various conditions and countries with efficiency and professionalism and can navigate successfully in different situations and cultures, speaking four languages and having lived and worked in a number of continents and countries.
