Unlocking Enterprise-Wide Savings for Infrastructure Services
A leading infrastructure services provider operating across Australia and New Zealand, with an annual spend of over $3 billion, faced significant procurement challenges. Fragmented buying practices, poor visibility into contracts and spend data, and a lack of strategic supplier management were leading to substantial value leakage. Amid inflationary pressures and growing sustainability obligations, the organisation had identified an unvalidated savings pipeline of approximately $100 million, but was falling short of its targets.
ArcBlue was engaged to lead a comprehensive procurement transformation program aimed at validating savings opportunities, uplifting procurement capability and embedding sustainable cost optimisation practices across the enterprise.

ArcBlue began with an 8-week diagnostic phase, analysing the full $3B spend and categorising 97% of transactions by geography and category. This led to the identification of 45 initiatives with a combined potential savings of $233.7 million.
Key contributions included:
– Development of a value lever framework combining “Buy Better” and “Spend Better” strategies.
– A procurement maturity assessment across 8 key metrics, followed by targeted capability uplift and training.
– Implementation of a finance-aligned benefits tracking methodology and governance structure.
Tackling Specific Challenges Across the Business
Materials Master Digital Platform (MMDP) Implementation
Challenge: $282 million in construction materials spend lacked invoice transparency, enabling supplier markups exceeding 10% and instances of significant overcharging.
Solution: ArcBlue designed and implemented the MMDP, integrating suppliers, trade houses and client’s SAP/Ariba systems. The platform enabled centralised ordering at pre-negotiated rates with full invoice visibility.
Result: $16.9 million validated savings from $84.5 million in-scope spend, with 20% cost reduction achieved through trade house partnerships and automated three-way matching.
Labour Rate Harmonisation
Challenge: $683 million in FM reactive maintenance spend suffered from inconsistent rate cards across suppliers and projects, with no centralised oversight.
Solution: We standardised rate cards leveraging best-known rates within Client and established enterprise-wide monitoring systems.
Result: $32 million in savings through rate harmonisation, eliminating supplier exploitation and ensuring consistent service pricing across all sectors.
Regional Supplier Panel Consolidation
Challenge: $142 million telco construction spend was fragmented across suppliers with poor compliance and reduced buying power.
Solution: ArcBlue created regional supplier panels with harmonised rates, robust rebate mechanisms, and enhanced governance frameworks.
Result: $14.2 million in savings through 10% cost reduction, improved bid competitiveness, and streamlined supplier onboarding.
Equipment Hire Optimisation
Challenge: $155 million annual equipment hire spend included long-term rentals exceeding purchase costs and continued charges for unused equipment.
Solution: We developed a make-versus-buy framework and centralised hire monitoring system, identifying equipment suitable for ownership conversion.
Result: $19.7 million in validated savings through strategic asset conversion and elimination of unnecessary hire charges.
FM Soft Services Platform Extension
Challenge: $56 million materials spend in FM Soft Services faced similar transparency issues as construction, with supplier overcharging and poor control mechanisms.
Solution: Extended the MMDP platform to FM Soft Services, leveraging existing trade house relationships and system integrations.
Result: $4.9 million in savings through 8.7% cost reduction via consolidated purchasing and enhanced spend visibility.

The programme achieved 97% spend visibility across the client’s $3 billion portfolio, launched 45 strategic initiatives and enhanced procurement capability across 8 key dimensions, establishing a comprehensive 3-year implementation roadmap for sustained value delivery.
Beyond immediate financial gains, the transformation fundamentally repositioned the client’s procurement function from a tactical, reactive operation to a strategic value driver.
We established scalable digital platforms enabling real-time spend monitoring and automated compliance, created robust supplier partnerships delivering continuous improvement and embedded sustainable cost optimisation practices throughout the organisation.
This comprehensive approach ensures the client can autonomously capture future opportunities whilst maintaining the governance structures and capabilities necessary for long-term competitive advantage in an increasingly complex market environment.
