Procurement of Electrical & Mechanical requirements for an electricity organisation

ArcBlue was engaged as part of the Owner’s Engineers team to lead the Procurement of the Electrical and Mechanical (E&M) requirements for the project post tender release through:

-Tender evaluation,

-Contract negotiation, and

-Commercial advice.

This electricity generation and retailing company in Australia is part of an iconic project. It underpins the increasing investment in renewable energy into the future to enable Australia to move the National Electricity Market (NEM) to transition to a lower-emissions future.

Whilst conceptually simple, very significant technical challenges made this a very complex project. ArcBlue’s key contributions were:

  • Managed communication and commercial oversight between the Owner’s team and tenderers​
  • Facilitated workshops to drive technical and commercial optimisation​
  • Participated in Steering Committee meetings​
  • Developed innovative and robust tender evaluation methodology​
  • Led tender evaluation process​
  • Tender negotiation design and execution through to Preferred Bidder status​
  • Contract negotiation with Preferred Bidders​
  • Liaison with external probity advisors​
  • Provided commercial advice to Owner’s team

We created agility, innovation, commercial acumen, stakeholder management and technical proficiency.

  • This brought capable and experienced resources to quickly adapt to the project culture, understand project content and objectives and maintain project momentum.
  • The development of bespoke tender evaluation methodology to facilitate robust evaluation of technically complex multi-thousand page tender submissions in a very short time frame.
  • ​We developed alternative models to achieve significant savings and risk reduction via foreign currency optimisation and price transparency

As a result, ArcBlue worked through gold plated engineering solutions to bring a commercial lens to achieving fit for purpose and maintaining the business case
